Wyoming Title Processing Information
Release ownership of the vehicle by signing on line 5, section 1 (Assignment of Certificate of title) on the back of the title.
In order to release liability you are going to need to sign over the bill of sales. This form supplies the motor vehicle department with information about the next owner of the vehicle in the gap of time between when your car leaves your possession and the actual filing of ownership documents by the next owner. It's wise to keep a copy of both the signed title and this form for your records.
I'm the registered owner but I can't find my title:
You can apply for a duplicate title. To obtain a duplicate title, visit your county clerk. Two notarized Powers of Attorney signed by all owners listed on the title (one to apply for the duplicate title and one to sign the duplicate
title when it is received from the DMV).
If you are able to obtain a lien-free title but it is non-negotiable, the vehicle can be sold for parts only. The title is surrendered to the County clerks office and the vehicle is sold using a Notarized Bill of Sale. The surrendering of the title assures that no title for this vehicle will be issued in the future.

The owner of the vehicle is deceased:
In the case of no probate proceedings: You'll need to transfer ownership with an Affidavit for Survivorship and a properly signed title by the surviving spouse or next of kin. You will also need a certified copy of the death certificate. The Affidavit of Survivorship can only be used if the deceased’s estate is valued at less than $150,000, 30 days have elapsed since their death providing that no application to the court has been made to appoint an Administrator or Executor.
In the case of a probated estate: You'll need a certified copy of the court appointment of the Administrator and a properly signed and notarized title by the Administrator.
The vehicle was abandoned on my property:
Generally we will still pick up the vehicle, if we need paperwork from you it will be in the form of your signature on a short document describing the location where the vehicle was left and your request for us to remove it.
If you have a vehicle that was abandoned on your property and you want to obtain ownership rights to the abandoned vehicle the legal owner of the vehicle must be identified. To identify the vehicle owner, the property owner or person in lawful control of the property must request a title and lien search from the Wyoming Department of Transportation.
