New York Title Processing Information
You release the ownership of the vehicle by signing on the back of the title in the third box on line one. You will also need to fill out the exact mileage in the odometer reading. If there is an active lien on the vehicle you will need to have the lien holder sign on the front of the title where indicated.
In order to release liability of the vehicle you will need to remove the registration stick and the plates. The registration sticker can be destroyed but the plates must be submitted to the local dmv office. You can either do this in person and receive a $1 fee or you can mail the plates to the address below and avoid the fee. After you submit your plates to the DMV you will receive an FS-6T receipt. If you choose to deliver the plates in person you should make sure that you get the FS-6T receipt in hand before you leave.

I'm the registered owner but I can't find my title:
Duplicate Title: If you are the registered owner and your title has been lost, stolen, mutilated or destroyed you can apply for a duplicate title online, by phone or by mail. You can download the form MV-902 (Application for Duplicate Title) and submit it to the address indicated. If there is a lien on the vehicle you will need to also send a lien release.
Lien Sale: If you are not able to obtain a negotiable title or the paperwork for a duplicate title a vehicle can be sold through the New York lien sale process. This process takes approximately 3 months and involves certified mailings to the legal and registered owners of the vehicle along with advertising in a local newspaper. We require
written authorization on Provider letterhead requesting the lien sale process along with an MV-907A.
Mv-35 Parts Only Sale Process: If you are not able to obtain a negotiable title or the paperwork for a duplicate title, a vehicle can be sold with an MV-35 if it meets the criteria for the MV-35 sale process. The vehicle must be 8 or more model years, worth $1,250 or less, and must be sold for parts or scrap metal. The vehicle can not be rebuilt or subsequently registered for road use. We require written notification on Provider letterhead requesting the MV-35 Sale Process along with an MV-907A.
MV-37 Abandoned Process: If you are not able to obtain a negotiable title or the paperwork for a duplicate title, a vehicle can be sold with an MV-37 if it meets the criteria for the MV-37 Abandon Vehicle process. The vehicle must be 10 or more model years, worth $1,250 or less, and 30 days have elapsed since the claim settlement payment was issued. The vehicle is then sold for parts or scrap metal and can not be rebuilt or subsequently
registered for road use. We require written notification on Provider letterhead requesting the MV-37 Abandon Vehicle Process along with an MV-907A.
If you want to donate your vehicle but you do not possess the title, we can take care of the donation process for you. You will need to fill out the forms and hold onto them until the tow agent comes to pickup the vehicle.
A notarized Power of Attorney signed by the owner. If owned jointly, only one owner needs to sign the POA but both can sign.
A copy of the owner’s drivers license. (as proof of identity).

The owner of the vehicle is deceased:
In the case of the death of an owner: If the deceased owned only one vehicle valued at $15,000 or less, ownership automatically transfers to the surviving spouse or surviving children under the age of 21:
In the case of the death of an owner: If the owner has more than one vehicle or the vehicle value is more than $15,000, the vehicle becomes part of the estate. Letters of Testamentary/Administration must be obtained from the Surrogate Court appointing an Executor/Administrator of the estate. We will need a copy of the Letters of Testamentary/Administration, a copy of the death certificate, and a signed title by the Executor/Administrator. Under the signature the Executor must write “Executor of the Estate of” and then list the name of the deceased.
